The left lever turns the lights on their frame. The right lever moves a light from the frame into the cabinet. You can't use the left lever if you have a light in the cabinet. So, either check to see (like ramblings says) whether you've put the correct light into the cabinet, or press the right lever to move the light back onto to its frame. The left lever should then work fine.:). Oh believe me, I tried everything I could to get the stupid lever to work, and since this part of the game isn't that far in the game anyway I decided to start a whole new game and delete the previous file out of memory card.

Started the new game and the lever still didn't work when I got there, so eventually I came down to thinking this must be some really rare bug in the game or my copy had something wrong with it, so I decided to take it back for another copy. And guess what? The lever on the left was working now! Now I'm loving this game. So yeah, there had to have been something wrong with the copy I had before, because the one I got after taking that one back gave me no problems.
